Founded in 1969 by the Ontario English Catholic confidant-teacherTeachers' Association (OECTA), the Federation of Teachers of Elementary Ontario (ETFO) and the Association of Teachers Franco-Ontarian (aefo ) QECO offers and administers objectively assess the qualifications of teachers for salary purposes. The first evaluation QECO Certificates were issued in 1971. Through the Plan 5 , QECO provides a uniform program for the recognition of the salaries of teachers when specific conditions in terms of training and professional standards are met. The evaluation program QECO for salary purposes is unique because it is the result of negotiations between teachers and their school boards and part of local collective agreements.
